Resilience Fund

The Resilience Fund is a new grant programme funded by Cornwall Council designed to support organisations to help local residents across Cornwall and Isles of Scilly improve their long-term financial wellbeing.

The fund aims to move beyond short-term crisis support by investing in activities that build skills, confidence and resilience, reducing the likelihood of future financial hardship.

 Funding Available:

  • Grant amounts:
    • £5,000 – £10,000 for individual organisations
    • Up to £30,000 available for groups that apply in partnership
  • Funding period: up to 1 year  – please note interim reporting must be provided by mid March 2027 to ensure eligibility for next round of funding from June 2027

Grants are expected to support clearly defined projects with measurable outcomes linked to financial resilience.

Grant requirements

To apply for a grant your organisation must meet the general Eligibility Criteria. In addition to this, you must also meet the specific criteria of the grant listed below:

What it will support:

Eligible Activities

Funding may be used to deliver activities that directly support clients to build financial capability and long-term resilience. Eligible activities include (but are not limited to):

Financial Capability Support

  • One-to-one financial guidance
  • Debt awareness and money management advice
  • Income maximisation support
  • Benefit checks and support with applications

Budgeting Workshops

  • Group budgeting sessions
  • Practical money management training
  • Use of tools such as the Better Off Calculator
  • Support to understand bills, rent, utilities and household budgeting

Cooking and Nutrition Sessions

  • Low-cost meal planning
  • Practical cooking sessions focused on affordable, healthy meals
  • Reducing food waste and improving household budgeting for food

Digital Inclusion Support

  • Supporting clients to access online benefits systems
  • Online banking skills
  • Accessing energy-saving advice and comparison tools
  • Basic digital skills linked to financial management

Projects should demonstrate how activities contribute to improved confidence, skills and long-term financial stability.

Debt advice

Please note that this is for advice only and monies must not be used to settle debt.   Where funds are being requested towards debt advice CCF must receive confirmation that the organisation delivering debt advice are regulated by the Financial Conduct Authority.

 

Eligible Costs

Funding may be used for:

  • Staff salaries
  • Session delivery costs
  • Training costs for staff or volunteers
  • Materials and resources
  • Venue hire
  • Core costs and/or overheads

Funding cannot be used for:

  • Retrospective costs
  • Capital purchases over £5,000
  • Direct crisis payments (e.g. cash, vouchers, emergency grants)
  • Activities not linked to financial resilience outcomes

 

Expected Outcomes

Applicants will be expected to demonstrate how their project will contribute to one or more of the following outcomes:

  • Reduced experiences of material deprivation
  • Reduced need for emergency good parcels
  • Increased access to appropriate and quality advice services
  • Increased savings and reduction in priority debt
  • Maximisation of individuals incomes, with improved budgeting skills
  • Decreased need for Housing and Crisis payments

 

Assessment Criteria

Applications will be assessed against:

  • Clear alignment with the aims of the Resilience Fund
  • Evidence of local need
  • Feasibility and deliverability of the proposal
  • Value for money
  • Experience and capacity of the organisation
  • Clear and measurable outcomes

 

Partnerships

If applying in partnership you must:

  • Clearly demonstrate how you will provide a multifaceted programme that helps your clients.
  • Allocate areas of expertise to each partner. (e.g.  One partner may look at financial budget whilst the other may teach cooking on a budget).
  • Show how the funds will be split between the partners.
  • Be available to have a (three way) Teams call with the assessor so that the viability of the project can be assessed, as a whole, with both partners at the same time – this is important as the information will be shared with the panel.
  • Have a signed letter of Memorandum of Understanding outlining the responsibilities of the different partners.
  • Both organisations must meet CCF funding requirements

 

Interim reporting

  • Interim reporting will be required in March to provide data to the council.
