Police and Crime Commissioner’s Community and Police Property Act Grants 2025


This grant programme aims to enable and empower smaller VCSE organisations to play a role in delivering PCC priorities. In this funding round we are looking to provide funding for voluntary and community organisations to deliver against the following theme:
- Prevention and Reduction of Burglary and Shoplifting – encompassing the root causes of burglary/shoplifting, as outlined in the Police and Crime Plan, such as addressing anti-social behaviour and substance abuse.

Grant requirements
To apply for a grant your organisation must meet the general Eligibility Criteria. In addition to this, you must also meet the specific criteria of the grant listed below:
Who can apply:
Charities, CICs and community and voluntary groups working in Cornwall or The Isles of Scilly.
What it will support:
Priority Focus: Prevention and Reduction of Burglary and Shoplifting
For 2025, the Commissioner’s Community Grants and Police Property Act fund will specifically target the prevention and reduction of burglary and shoplifting, addressing the underlying causes identified in the Police and Crime Plan, including anti-social behaviour and substance abuse.
Eligible Prevention and Early Intervention Approaches
We welcome applications for projects that take preventative or early intervention approaches to deter involvement in shoplifting and burglary, or that support victims of these crimes. Examples include:
- Community-Based Prevention Programs
- Behaviour change initiatives that reduce reoffending through prevention and diversion activities
- Educational, employment, leisure or creative programs that provide purposeful and meaningful opportunities
- Youth services for children and young people who are victims or at risk of involvement in crime and anti-social behaviour
- Community cohesion projects that promote positive social interactions and personal social responsibility
- Victim support services providing coordinated and targeted assistance for those affected by crime and anti-social behaviour
- Physical Security Improvements
- Double door locks and deadbolts
- Window locks and security devices
- Security chains and door limiters
- External lighting systems (timer or sensor-activated)
- Internal timer lighting systems
- Window bars and security grilles
Grant Period: Funds must be spent within 12 months of receipt
Reporting: End of Grant reports and feedback required at the end of the 12month period after award
Funding Considerations
Core organisational costs may be funded where the organisation’s mission and work align with the priority themes
Project-specific funding (full or partial costs) available for organisations with broader purposes undertaking relevant activities
New applicants and previous grantees are both welcome to apply
Previous OPCC funding should not be sought to complete already-funded work
Application Requirements
All applications must demonstrate:
- How the organisation or project benefits local communities
- Plans for sustainability or development beyond the grant period
- Clear alignment with the key priority issues
- Connection to the Commissioner’s strategic aims
